PHILANTHROPIST OF THE YEAR

Kelly-Moore Paints
has long been involved in professional trade organizations. They have been recognized as a leader in
efforts to reduce pollution and solid waste, in the conservation of water, energy and other natural resources, and have won
many state and national awards for their achievements as a green business. They support Project Color Corps, a nonprofit
organization dedicated to creating change by painting inner city neighborhoods with color and pattern that impart positive
messages of optimism and hope to improve the quality of life for children and residents of at risk, disadvantaged and under-
served communities. On July 29 of this year, this company announced the establishment of a $125,000 endowment to the Texas
Builders Foundation. This fully-funded endowment will provide scholarships to students who are enrolled in construction
related programs in Texas’ trade and technical schools and colleges and universities. The generosity of this company that holds
memberships in 15 local HBAs across the state is not only bringing attention to the building industry as a professional career
choice but will make a significant difference in the future of Texas students who want to join the building workforce.
TED SCHLOSSMAN LIFETIME ACHIEVEMENT AWARD

As a former TAB president,
Bob Garrett
led the Texas Association of Builders during a transitionary period at the beginning of
the 21st century. While technology was changing the world, TAB was debating industry wide legislation, sweeping organizational
changes and the future mission and path of the organization. Bob’s fair and steady hand resulted in an association facelift. TAB
implemented a strategic plan that allowed the association to pass major legislation for builder registration; further grow the
Sunbelt Builders Show™; invest in technology; and develop sound business systems. That path guided the association through
the “great recession” in 2008. This developer has served the Tyler Area Builders Association in many capacities over the past 20
years, most notably as its president in 1999. He served as a NAHB state representative, on the NAHB executive committee and as
a director for the National Housing Research Center. On a statewide level, he served on Governor Rick Perry’s Blue Ribbon Task
Force on Appraisal Reform and represented the home building industry’s position. Since 2007, he has aided the board of regents
at Stephen F. Austin State University and was chairman of the board from 2011 to 2013.
LOCAL ASSOCIATION ACCOMPLISHMENT OF THE YEAR
HBA of San Angelo
The Home Builders Association of San Angelo
had an outstanding 2015. Their many
fundraising activities included a Home and Garden Expo, Claybird Shoot and Washers
Tournament, a gun raffle, and Young Professionals Council. Together they have raised thousands
of dollars and donated materials for many local charitable organizations. The Home Builders
Association of San Angelo formed a task force that developed new fee schedules for their city,
and worked with city officials to overcome an $80,000 annual departmental budget shortfall by
creating a new permitting process that eliminated a four to six week delay. The YP Council has
partnered with Helping Hands, an organization that repairs homes for the elderly, veterans, and
others in need, and the association is building its second home in partnership with Operation
FINALLY HOME. HBA of San Angelo has grown its membership by 24 percent this year.
